Benjamin A. Hubbard

Overview

Ben Hubbard is of counsel to the firm and concentrates his practice in construction law and mediation and arbitration. Ben represents commercial and industrial contracting firms performing federal, state, local, and private market construction contracting. For over forty years, Ben has represented utility, highway, marine, general, mechanical, electrical, industrial coatings, structural steel and roofing contractors performing in government and private markets. He has practiced before seven separate Federal Boards of Contract Appeals. Ben also serves as an alternative dispute resolution arbitrator and mediator.

Among his peers, Ben has been a featured speaker at various continuing legal education seminars on the Federal Miller Act and State of Virginia Little Miller Act. He has also lectured on contract law at Tidewater Community College and Norfolk City Schools Technical Center.  

A veteran of the Vietnam War, Ben served as first lieutenant in the U.S. Army 4th Infantry Division. He also served for six years in the Virginia Army National Guard and was discharged as a captain in 1980.   

  • Represented electrical contractor against the Department of the Navy involving a $7 million dry dock contract.
  • Represented mechanical contractor in 10-party multiple day mediation regarding the Virginia Beach Judicial Center.
  • Represented prime contractor in $1 million suit against City of Chesapeake regarding City of Chesapeake's first water treatment plant.
  • Represented marine contractors in various claims against the U.S. Navy and Corps of Engineers on dredging, shoreline protection, bulkheads and pier projects in Hampton Roads harbor and Naval Station Norfolk.
  • Drafted prime and subcontractor documents for construction of $30 million design-build prepared meat products plant.
