Pender & Coward Announces 2026 Officers

Virginia Beach, Va. – Pender & Coward is pleased to announce that the following shareholders have been elected to serve on the firm’s Executive Committee:

Dave Arnold, Chief Executive Officer – Dave Arnold was reelected as CEO and has served on the firm’s Executive Committee for the last 11 years.  He focuses his practice on eminent domain, real estate and local government law.  Beginning his legal career as a law clerk at Pender & Coward, Dave has over 30 years of legal experience representing agencies and businesses throughout the Commonwealth of Virginia.

Kevin Hubbard, Chief Financial Officer – Kevin Hubbard was elected as CFO and served as COO for the last four years.  Kevin focuses his practice on personal injury and civil litigation cases and regularly represents injured workers before the Virginia Workers' Compensation Commission. He also advises clients on corporate and real estate contract matters and litigation.  Kevin joined Pender & Coward in 2018 and has practiced law in Hampton Roads for 40 years.

Bretta Lewis, Chief Operating Officer – Bretta Lewis was elected as COO and leads the firm’s Family Law Practice Group.  Bretta focuses her practice on domestic matters, including high conflict custody cases, litigation with Child Protective Services, negotiation and preparation of pre-and post-nuptial agreements, and equitable distribution of marital estates that include complex corporate interests. She has been a certified Guardian Ad Litem for more than 20 years with extensive experience in matters involving children with special needs, behavioral challenges, and non-traditional family structures, and she serves on the Executive Board of the Virginia Judges and Lawyers Assistance Program. Bretta joined Pender & Coward in 2024 and has practiced law in Hampton Roads for over 25 years.
